We get many calls in the office from people asking about specific rules and regulations. Listed here are the ones we receive the most calls on.
For the safety of the residents of the Township, the Supervisors passed an ordinance 1995 which prohibits the placement of basketball apparatus along Township road rights-of-way. The ordinance also prohibits playing basketball on the streets of the Township. Anyone violating the ordinance could be fined a maximum of $25.00 per incident.
Burning of any kind is prohibited in the Township except on properties located in the agricultural district or those used for agricultural purposes. Burning of leaf waste and recyclable items as listed in our resolutions is prohibited anywhere in the Township. Permitted burning may only take place Tuesday through Saturday between 7 a.m. and sunset. No burning may take place on national holidays. The fire must be in a non-combustible container covered with a non-combustible screen of 1/2" or smaller mesh and an adult must be present. All burning containers must be at least 15 feet from any building, automobile, waste container or any other combustible substance.
According to Ordinance #278, all motor vehicles or trailers, must have a valid license plate and current state inspection to be parked or stored on any property or along any public street. The only exceptions are if the vehicle is in a completely enclosed building or any properly approved junk yard. All major recreational equipment must be parked or stored in a carport, enclosed building, in a rear yard or on that portion of a driveway not within the road right-of-way. Recreational equipment may be parked along public streets for a period of time not to exceed 24 hrs. for the purposes of loading or unloading.
The Township's current open record policy states that all record requests must be submitted in writing to the Township Open Records Officer, Jamie Yiengst. Jamie's hours are Monday through Friday 8 a.m. to 4 p.m. and she can be contacted at 717-274-0481 or by mail at South Lebanon Township, 1800 S. 5th Avenue, Lebanon, PA, 17042. Click here to access the request form. There will be a charge of 25¢ per copy plus postage if mailed. Once the written request is received, the Township has 5 working days to either fulfill the request, deny the request in writing, or submit a written request for a time extension. If your request is denied, you can submit a written exception to the denial to the Board of Supervisors. Should the Board deny your request, you can file an appeal with the State Open Records Office at Office of Open Records, Commonwealth Keystone Building, 400 North Street, Plaza Level, Harrisburg, PA 17120-0225, by phone at (717) 346-9903, by e-mail at openrecords@state.pa.us or visit their website at openrecords.state.pa.us If the denied request is for Police records, an appeal can be filed with the Lebanon County District Attorneys Office at (717) 274-2801. It is unlawful for any person to park any truck, trailer, or truck-tractor combination having a gross weight in excess of 10,000 pounds upon any streets, roads, and highways within the Township. However, this does not prohibit the pick up or delivery of any goods, wares, merchandise or materials to or from any premises located in the Township.
According to current Township ordinance, all grass and weeds must be kept to a height of 6 inches of less. Citations may be issued to violators.
